THE PLENARY MEETING OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON FRIDAY, 23 MAY
At the beginning of the meeting Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, announced appeals of the Deputies.
Then the Chairman gave floor to the faction leaders, who spoke on the elaboration of the Bills on privatization. А. Yatseniuk stressed that he believed the Bill on amendments to the Law "On State Privatization Program" (concerning halt of state property objects privatization until adoption of the Law "On State Privatization Program for 2008-2010) was not a market one and proposed to consider a question of taking down this Bill.
After faction leaders speeches А. Yatseniuk brought the proposal of taking down this Bill to vote. Voting was not effective.
Viktor Pynzenyk, Minister of Finance, presented the Bill on amendments to several Laws of Ukraine. He informed that government together with the Committee on Budget held yesterday a meeting, during which proposals presented by People´s Deputies and proposals presented by factions were scrutinized. Agreed-on project of the Bill, presented by Committee members, was prepared. According to V.Pynzenyk, the government supported agreed-on proposals. "It´s a common position of the government and Committee on Budget" he said.
In concluding remarks V.Pynzenyk in response to parliamentarians speeches stressed that proposed regulations apply to land, they are introduced exclusively concerning the land assigned for "EURO-2012" Championship realization, and special dues and fees arriving to the Pension Fund. He asked to preserve these regulations in the Bill.
Project of regulation on the adoption of the Bill as a whole taking into account proposed amendments, prepared by the Committee on Budget, was brought to vote. The Bill was adopted as a whole by 228 votes.
The Chairman brought the proposal to scrutinize the next Bill on amendments to the Law "On State Budget of Ukraine for 2008 and on Amendments to some legal acts of Ukraine" (concerning acceleration of the realization of tasks of Armed Forces of Ukraine change-over to completion by soldiers on contract) to vote.
The People´s Deputies rejected this proposal.
The Chairman read the text of the Bill, to which surnames of those People´s Deputies, who were not unseated during the previous voting, as well as those People´s Deputies, who had decided to continue their work in the Parliament and should have been dismissed from their offices, were included.
The Bill was adopted by 413 votes.
In accordance with taken decision, Volodymyr Stelmah, The Head of National Bank, informed People´s Deputies about the state of monetary policy. He informed that Board of Governors of National Bank on the basis of the analysis of economic processes development, as well as those exchange rate developments taking place in the economy, has decided on the 21st of May to bring exchange rate disequilibrium between market rate and official rate of national currency hryvna to more relevant ratio.
In conclusion, Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, appealed that People´s Deputies "did not involved National Bank into political confrontation". Going into the situation existing after National Bank and Council of the National Bank had taken different decisions concerning the change of official exchange rate UAH/USD, А. Yatseniuk stressed that "if Board of Governors had submitted reasoned proposals on the monetary policy change to consideration by the Council of the National Bank", today there wasn´t a need to hear this issue in the Ukrainian Parliament.
